Grace Koh is leaving her position as a partner in DLA Piper’s Telecom practice to join the Department of State to head the US delegation to the World Radiocommunication Conference (WRC-19).
In this position, she will be responsible for presenting the US positions in negotiating revisions to the international Radio Regulations, which govern the use of the radio-frequency spectrum and the geostationary-satellite and non-geostationary-satellite orbits. WRC-19, in particular, will include consideration of access to millimeter wave spectrum for new 5G wireless services, global satellite systems and space communications. The conference will take place in late 2019 in Sharm el-Sheikh, Egypt.
Koh joined DLA Piper from the National Economic Council, where she served as Special Assistant to the President of the US for Technology, Telecom and Cybersecurity Policy. She has extensive experience in a range of issues associated with US technology policy, cybersecurity and artificial intelligence, as well as substantial legal, regulatory and legislative experience in the media sector. Koh also served as Deputy Chief Counsel for the Subcommittee on Communications and Technology at the House of Representatives’ Committee on Energy and Commerce.
