DLA Piper Associate Tom Daley Wins ABA 2020 Public Contract Law Journal Writing Competition Award

Tom Daley, an associate in DLA Piper’s Government Contracts practice, has been named the first place winner in Division II of the American Bar Association’s 2020 Public Contract Law Journal Writing Competition.

Daley was recognized for his article, “Reassessing the Role of the Reilly's Wholesale Factors In Override Protests Following the Federal Circuit's Decision in Safeguard Base Operations.” Winners of the award were selected based on the overall quality of their paper, including clarity of the theme or thesis presented, significance of the topic to the field, originality and creativity, quality of analysis, quality of research and authority provided, and the technical quality of their writing.

Daley’s submission will be published in an upcoming edition of the Public Contract Law Journal. In his practice, Daley represents contractors in both litigation and counseling matters.
